Motion by Kinsley, 2nd by Jaeger, to approve the meeting agenda as presented. Motion carried.
Motion by Duffy, 2nd by Jaeger, to approve the November 2, 2010 meeting minutes. Motion carried.
The Committee reviewed the following information provided by Sawyer County 911 Coordinator Rose Lillyroot:
The Sawyer County Sheriff's Department currently utilizes a wireless data network which links the squad cars directly to our operational software and allows officers in the car to run license plates, etc. This network allows the officers to do much of their reports from the car. This wireless network was funded 90% by grant monies and has been operational for approximately four years.
The Sawyer County Sheriff’s Department was recently advised we will receive $209,655 to become a TraCS Agency which means our citations and accident reports will be transmitted electronically to the court system and DOT. TraCS will not only benefit the Sheriff’s Department but will also benefit the Clerk of Court’s Office. This funding will provide all new mobile data computers and printers in the squads as well as necessary interfaces.
In order to maximize this new procedure, the wireless data network needs to be enhanced to limit the amount of dead spots and also to increase the reliability and range of these electronic transmissions. Sawyer County terrain has long posed communication issues. If we can install another transmission site on the Chippewa Trail hill, these issues would decrease measurably.
To that end, we are requesting $30,036.66 to purchase and install an additional data network base station.
The Committee discussed the long-term ongoing benefits of the proposal in reducing the workload in the Clerk of Court’s Office. Motion by Jaeger, 2nd by Kinsley, to recommend Finance Committee and County Board approval of the request, providing they determine an appropriate source of the funds required for the project. Motion carried.
The Committee discussed and took no action on the proposal for security windows and a secure entry system for the Clerk of Court’s Office.
Circuit Court Judge Gerald Wright and Clerk of Circuit Court Anne Marie Danielson presented a monthly report. Judge Wright indicated that he is considering expanding the hours for hearing court cases to address the crowded court calendar.
Land Records Department Director Robyn Thake provided a department report, including a real property listing report and a Geographic Information System report that included information from the Annual ESRI Wisconsin User Group Conference attended by GIS Specialist Brian DeVries.
Information Technology Department Director Mike Coleson provided a department report. Mr. Coleson reported receiving complaints about the adequacy of the Large Courtroom sound system and that he is discussing potential solutions with a sound system consultant.
The Committee reviewed a written monthly report prepared by County Surveyor Dan Pleoger.
The Committee reviewed a written monthly report prepared by Child Support Department Director Sandy Okamoto.
Motion by Kinsley, 2nd by Olson, to accept the department reports. Motion carried.
The Committee reviewed the monthly department expense vouchers. Motion by Kinsley, 2nd by Olson, to approve the vouchers. Motion carried.
The Committee reviewed a request for approval for the three employees of the County Surveyor’s Office to attend the annual Surveyors’ Institute being held January 26-28, 2011 at the Kalahari Convention Center, Wisconsin Dells, Wisconsin. Motion by Duffy, 2nd by Kinsley, to approve the request. Motion carried.
The Committee reviewed information provided for renewal of the County’s general liability insurance coverage (March 15, 2011 to March 15, 2012) for the Airport and discussed that this would be reviewed by the Property and Airport Committee for recommendation to the County Board.
The Committee reviewed a request from Aegis Corporation, administrator for the public entity liability insurance program of the Wisconsin County Mutual Insurance Corporation, for a decision as to whether to accept or reject the medical payment coverage option with the automobile liability coverage of the County’s public entity liability insurance policy. Aegis “strongly recommends rejecting the coverage as the no fault coverage is contrary to the statutory protections afforded to public entities and directly goes against the objectives and philosophy of the Wisconsin County Mutual Insurance Corporation, which is to only pay those claims in which you are liable”. Motion by Duffy, 2nd by Jaeger, to recommend County Board approval for rejecting the medical payment coverage. Motion carried.
The Committee reviewed copies of emails responding to an inquiry as to which counties use the option of self-insuring for public entity liability insurance. County Clerk Kris Mayberry indicated that it appears from the responses that only the largest counties have considered the option. Rock County at one time self-insured but abandoned the option out of concern for large claim exposure. An email from Washburn County Finance Manager Michael Keefe expressed the difficulty of figuring out the Wisconsin County Mutual Insurance deductible fund and determining the most advantageous deductible option.
County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County.
