minutes of the meeting of the Property and Airport Committee, Sawyer County Board of Supervisors
November 3, 2010, 7:00 a.m., Assembly Room, Sawyer County Courthouse

Motion by Thompson, 2nd by Jaeger, to approve the meeting agenda as presented. Motion carried.
Motion by Thompson, 2nd by Jaeger, to approve the October 8, 2010 meeting minutes. Motion carried.
Maintenance Department Supervisor Dennis Erickson presented a report on projects completed, in progress, and planned by the Maintenance Department, including completion of outside work in preparation for winter, removal of the satellite dish once used by the University of Wisconsin-Extension Department, replacement under warranty of 3 fogged glass window panes in the Courthouse, continuation of Courthouse siding replacement, installation of a canopy over a door at the Ambulance Service and Emergency Government Department Building, addition of insulation in the portion of the Courthouse constructed in 1962, installation of a new desk organizer at the Dog Pound, a new desk arrangement and shelving for the new County Nurse, installation of a new counter for the Register of Deeds Office, ordering components for installing department mailboxes in the Courthouse lobby, planning for the numbering of doors in the Courthouse for department address identification, and ongoing maintenance and repair of vehicles and equipment at the 5th Street Maintenance Garage. Mr. Erickson noted that Maintenance Department Mechanic Bill Wymer provides excellent mechanic services for County vehicles and equipment. Motion by Jaeger, 2nd by Thompson, to approve the Maintenance Department report. Motion carried.
The Committee reviewed the monthly Maintenance Department and Airport expense vouchers. Motion by Thompson, 2nd by Jaeger, to approve the expense vouchers. Motion carried.
The Committee discussed Maintenance Department Supervisor Dennis Erickson’s retirement planned for the end of 2010. Motion by Thompson, 2nd by Zietlow, to interview Maintenance Department employees Ken Shuey and Tim Hagberg for the Maintenance Department Supervisor position at the December meeting of the Committee. Motion carried.
The Committee requested that Human Resource Manager Carol Larson get information from comparable counties concerning the compensation paid in those counties for similar positions.
The Committee reviewed documents and materials, including a resolution, agency agreement, and performance note for a loan to be used for the purchase of land necessary for the Airport improvement project. The County Board approved the resolution, agency agreement, and performance note at their meeting held October 21, 2010, but failed to approve the resolution by the ¾ majority vote required by section 67.045(1)(f) of the Wisconsin Statutes for authorization for the issuance of a promissory note. The Committee reviewed an opinion from Sawyer County Corporation Counsel Thomas J. Duffy that section 67.045(1)(b) of the Wisconsin Statutes provides that “if the Board were to adopt a resolution that sets forth its reasonable expectation that issuance of the debt will not cause the county to increase the debt levy rate, then a simple majority would be required for the adoption of the resolution and the issuance of the debt”. The Committee discussed that federal funds are anticipated to reimburse Sawyer County for much of the expenses for the land purchases, that the County currently has a $273,337 balance in the Airport improvement project fund, and that the County could use other County funds to make the payments on the loan if the reimbursement with federal funds is not made in time to avoid making payments required by the loan. Motion by Jaeger, 2nd by Zietlow, to recommend that the Finance Committee consider and develop options for the County to use other County funds (including from the Sawyer County Environmental Impact Fund) for the debt payments to be made to allow for a finding that there is a reasonable expectation that issuance of the debt will not cause the county to increase the debt levy rate. Motion carried.
Motion by Thompson, 2nd by Pearson, to adjourn the meeting. Motion carried.
