Motion by Kinsley, 2nd by Olson, to approve the meeting agenda as presented. Motion carried.
Motion by Olson, 2nd by Kinsley, to approve the October 6, 2010 meeting minutes. Motion carried.
Register of Deeds Paula Chisser presented a proposed agreement for the Register of Deeds Office to provide non-certified copies of the complete daily recordings and filings to municipalities, private corporations, associations, and other persons. Motion by Kinsley, 2nd by Olson, to recommend County Board approval of the agreement. Motion carried.
Clerk of Circuit Court Anne Marie Danielson presented a proposed Sawyer County Court System Pandemic Plan to provide the Sawyer County Circuit Court with local guidelines, procedures, and directions to follow during all phases of an influenza pandemic. Motion by Kinsley, 2nd by Olson, to approve the plan. Motion carried.
The Committee discussed the Clerk of Circuit Court’s Office workload and how that might be addressed without increasing the department’s 2011 budget.
The Committee discussed the proposal for security windows and a secure entry system for the Clerk of Circuit Court’s Office and determined to review the 2010 Clerk of Circuit Court budget at the December meeting of the Committee to determine if funds remain in the budget that might be used to fund all or part of the proposed security measures.
The Committee discussed that Family Court Commissioner Susan Lein may begin presiding over certain hearings in the court system and the budget issues that may be presented in paying for those additional services. Circuit Court Judge Gerald Wright indicated that he had negotiated an agreement for Ms. Lein to provide those services and that he anticipated that the appropriation for the Family Court Commissioner in the proposed 2011 Sawyer County Budget should provide enough funds to cover the additional expenses.
Child Support Department Director Sandy Okamoto presented a department report, including reviewing an annual partnership agreement with Indianhead Community Action Agency Head Start, providing a history and update on state and federal child support funding, and reporting that LCO had received $500,000 as startup funds to develop a child support function at LCO.
Land Records Department Director Robyn Thake provided a department report, including a real property listing report, reporting that there needs to be confirmation of several appointments and terms of service for the Sawyer County Land Information Council, and that Ms. Thake was asked by representatives of the State to review the land records modernization plans for Rusk and Washburn Counties and to participate in a Wisconsin Real Property Listers’ Association meeting.
Clerk of Circuit Court Anne Marie Danielson presented a department report, including reporting that the department issued 23 passports and collected $1,883.80 in interest during October and that the department received $25,756.76 in tax intercepted funds to date in 2010. Ms Danielson reported receiving a letter from the Director of State Courts regarding the CS-147 Annual Report of Actual Revenues and Expenditures for Sawyer County for 2009 for the operation of the County’s court and provided a report on security measures which have been taken for the court areas in surrounding counties.
The Committee reviewed a written County Surveyor’s Department report for October of 2010 prepared by County Surveyor Dan Pleoger.
The Committee reviewed the monthly department expense vouchers. Motion by Kinsley, 2nd by Jaeger, to approve the vouchers. Motion carried.
The Committee reviewed information and proposals for the renewal of public entity liability insurance coverage for 2011 with the Wisconsin County Mutual Insurance Corporation and for the renewal of public official bonds with Liberty Mutual Insurance through the Arthur J. Gallagher Agency, both under the same terms and conditions as in 2010. Motion by Jaeger, 2nd by Kinsley, to recommend County Board approval of both proposals. Motion carried.
County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County.
Motion by Jaeger, 2nd by Kinsley, to adjourn the meeting. Motion carried.
