Sawyer County Board of Supervisors

October 14, 2010, 8:30 a.m., Assembly Room, Sawyer County Courthouse

 

members present:  Hal Helwig (Chair), Ron Kinsley, James Bassett, Dale Schleeter, Fred Zietlow, Warren Johnson

 

also present:  County Board member and Forestry Committee Chair Dean Pearson, Human Resource Manager Carol Larson, County Clerk Kris Mayberry

 

Motion by Kinsley, 2nd by Bassett, to approve the meeting agenda.  Motion carried. 

 

Motion by Johnson, 2nd by Kinsley, to approve the September 14, 2010 meeting minutes.  Motion carried.

 

The Committee discussed the Public Safety Committee recommendation to approve filling the Assistant Veterans Service Officer position upon the retirement of the incumbent in that position.  Motion by Bassett, 2nd by Schleeter, to recommend County Board approval of the Public Safety Committee recommendation.  Motion carried.

 

The Committee reviewed a September 14, 2010 letter from the WCA Group Health Trust which states that the premiums for Sawyer County employee health insurance coverage for 2011 will reflect an increase of 13 percent over the rates for 2010.  Motion by Helwig, 2nd by Johnson, to recommend County Board approval of renewal of the coverage with the WCA Group Health Trust for 2011, but to continue to attempt to achieve a reduction in the premium.  Motion carried.

 

The Committee discussed the provisions of the Sawyer County Personnel and Administrative Policies pertaining to the employee contribution by the County to eligible employee Wisconsin Retirement System accounts.  As these contributions are covered in the employee bargaining unit agreements for bargaining unit employees, the policies address the contribution for the non-represented employees of the County.  Current language provides that non-represented employees of the County receive benefits according to the collective bargaining unit agreement(s) for their department or according to the schedule in the policy manual, whichever is greater.  Motion by Johnson, 2nd by Schleeter, to amend the pertinent provisions of the policy manual to reflect that the non-represented employees of the County receive benefits according to the collective bargaining unit agreement(s) for their department.  Motion carried.

 

The Committee reviewed a letter from Health and Human Services Department employee Annette Hagberg requesting a reclassification from her current position of Receptionist to Clerk/Typist I.  Though the letter was dated April 26, 2010 the Committee discussed with Health and Human Services Department Director Pete Sanders and Human Resource Manager Carol Larson whether it was received prior to the annual deadline of May 1 for reclassification requests to be considered.  Motion by Bassett, 2nd by Zietlow, to consider the request as being made in time for the May 1, 2011 deadline and therefore to be considered by the Committee at that time.  Motion carried.

 

The Committee discussed whether to provide flu shots for County employees.  The cost of the shots would be paid through health insurance for employees covered by the County’s health insurance coverage.  The County would pay the cost for those employees not covered by the County’s health insurance.  Employee spouses would be offered flu shots at no charge if they are on the County’s health insurance or for the $25 fee if they are not on the insurance.  Motion by Kinsley, 2nd by Johnson, to approve providing the shots as described above.  Motion carried.

 

The Committee discussed that Human Resource Manager Carol Larson has announced that she will retire from employment effective November 11, 2011.  The Committee reviewed information from other counties about how the human resource function is provided in those counties and discussed various alternatives for providing human resource functions in Sawyer County.

 

There were no monthly expense vouchers for the Human Resource Department.

 

Motion by Kinsley, 2nd by Schleeter, to convene into closed session, pursuant to section 19.85 (1) (f), Wisconsin Statutes, for the investigation of a specific personnel matter.  Motion carried by unanimous voice vote.
