Sawyer County Board of Supervisors

October 8, 2010, 7:00 a.m., Assembly Room, Sawyer County Courthouse

 

members present:  Dale Thompson (Acting Chair by Committee consensus), Walt Jaeger, Warren Johnson (for Mel Olson), Dean Pearson (closed session only)

Motion by Jaeger, 2nd by Johnson, to approve the meeting agenda as presented.  Motion carried.

 

Motion by Jaeger, 2nd by Johnson, to approve the September 8, 2010 meeting minutes.  Motion carried.

 

The Committee reviewed the only bid received for the removal of snow from parking areas at the Ambulance and Emergency Government Department, the Law Enforcement Center, the Veterans Service Department, and the Courthouse for the winter of 2010/2011:  J-R Mowing - One ton truck - $75 per hour; Loader with bucket and plow - $90 per hour; Skidsteer with 10 foot snow pusher and bucket - $75 per hour; Dump truck - $85 per hour; Salt/sand  per minute upon request - $8 per minute.  A certificate of general liability, automobile liability, and workers compensation and employers liability insurance was provided.  J-R mowing provided the service during the winter of 2009/2010.  Motion by Jaeger, 2nd by Johnson, to approve the bid of J-R Mowing.  Motion carried.

 

Maintenance Department Supervisor Dennis Erickson presented plans for installing department post office boxes in the Courthouse lobby and recommended using the door number on the building blueprints as the department office number for purposes of mail delivery.  Motion by Thompson, 2nd by Jaeger, to approve the recommendation.  Motion carried.

 

Maintenance Department Supervisor Dennis Erickson presented a report on projects completed, in progress, and planned by the Maintenance Department, including installation and testing of the solar energy system at the Veterans Service Department and 5th St. Maintenance Garage; installation of ceramic tile floors in the Large Courtroom gallery and 4th St. Courthouse entrance areas; Courthouse siding replacement, exterior painting and lighting upgrades; disposal of another large load of computers and electronic equipment; replacement of a front service door on the 5th St. Maintenance Garage; and vehicle and equipment maintenance.  Mr. Erickson noted that the 5th St. Maintenance Garage roof is now nearly 20 years old, has been repaired, and may soon need replacement; that the Clerk of Circuit Court is again considering security upgrades; and that contracting for Maintenance Department projects has been expensive compared to projects done by employees.

 

Maintenance Department Supervisor Dennis Erickson suggested that the Finance Committee and County Board authorize payment of bills prior to Finance Committee approval if incentives for early payment are provided by vendors.  Motion by Jaeger, 2nd by Johnson, to concur with the recommendation and to forward the recommendation to the Finance Committee.  Motion carried.

 

Maintenance Department Supervisor Dennis Erickson recommended that the County’s motor pool vehicles be maintained by the Maintenance Department.  Motion by Thompson, 2nd by Jaeger, to recommend approval of the recommendation to the Health and Human Services Board.  Motion carried.

 

Maintenance Department Supervisor Dennis Erickson recommended sending a memo to departments advising that vehicles should not be left in the County parking lots overnight during the winter to allow for snow removal.  Motion by Johnson, 2nd by Jaeger, to approve the recommendation.  Motion carried.

 

The Committee reviewed the monthly Maintenance Department expense vouchers.  Motion by Johnson, 2nd by Jaeger, to approve the expense vouchers.  Motion carried.

 

Dan and Patty Leslie (L & L Aviation - contracted Airport management and fixed-base operator) presented a report on projects, operations, and conditions at the Sawyer County Airport, including anticipating a bill of $4,800-$5,000 from Tom Shuman for 2010 Airport mowing; attendance at the annual Bureau of Aeronautics conference by Dan, Patty, and Committee Chair Fred Zietlow; a meeting scheduled for November 1st at the Veterans Community Center with landowners affected by the Airport improvement project to discuss the project; State inspection of fuel dispensing system; and preparations for winter at the Airport.

 

The Committee reviewed a snowplow contract from Jim Miller Excavating for removal of snow from the Airport runway, taxiways, and aprons with a rate of $96 per hour.  No other bids were received for Airport snow removal.  Motion by Johnson, 2nd by Jaeger, to approve the Miller contract providing it is not an increase from last year.  Motion carried.

 

The Committee reviewed the proposed expense budget for mowing and brushing at the Airport for 2011.  Motion by Jaeger, 2nd by Johnson, to recommend that the mowing budget be reduced from $7,500 to $5,000, and that the $5,000 proposed for brushing is maintained.  Motion carried.

 

The Committee reviewed documents and materials, including a resolution, agency agreement, and performance note for a loan to be used for the purchase of land necessary for the Airport improvement project.  Sawyer County would need to submit 20% ($200,000) of the loan amount to initiate the loan process.  Motion by Jaeger, 2nd by Thompson, to recommend County Board approval of the resolution, agency agreement, and performance note.  Motion carried.

 

The Committee reviewed the monthly Airport expense vouchers.  Motion by Jaeger, 2nd by Johnson, to approve the monthly expense vouchers.  Motion carried.

 

Motion by Jaeger, 2nd by Thompson, to convene into closed session, pursuant to sections 19.85(1)(c) and (e), Wisconsin Statutes, to discuss employee performance evaluation and compensation, and to discuss negotiations concerning the Maintenance Supervisor position.  Motion carried by unanimous voice vote.
