Sawyer County Board of Supervisors

September 14, 2010, 8:30 a.m., Assembly Room, Sawyer County Courthouse

 

members present:  Hal Helwig (Chair), Ron Kinsley, James Bassett, Dale Schleeter, Kathy McCoy, Fred Zietlow, Warren Johnson

 

Motion by Kinsley, 2nd by McCoy, to approve the meeting agenda.  Motion carried. 

 

Motion by Zietlow, 2nd by Johnson, to approve the August 17, 2010 meeting minutes.  Motion carried.

 

Human Resource Manager Carol Larson reported that the Register in Probate/Juvenile Court Clerk has returned from a medical leave following surgery and that Ricki Briggs, who is retired but had previously performed the duties of that position, filled in during the absence.  Judge Wright had requested and the County Board approved hiring Ms. Briggs on a temporary basis for up to 20-30 hours a week with the rate of pay to be $16.82 per hour.  The approval was until the next County Board meeting.  Judge Wright advised the Courthouse Committee that additional medical leave may be necessary and requested that the authorization to utilize Ms. Briggs to fill in be extended as necessary.  The Courthouse Committee determined to refer the request to the County Board for authorization.  Motion by Bassett, 2nd by Kinsley, to recommend County Board approval to extend the authorization, as necessary, through the end of 2010.  Motion carried.

 

Human Resource Manager Carol Larson presented the Health and Human Services Board recommendation to fill 2 vacant Public Health Nurse positions.  Motion by Kinsley, 2nd by Bassett, to recommend County Board approval of the recommendation.  Motion carried.

 

Human Resource Manager Carol Larson presented the Health and Human Services Board recommendation to authorize that retired Public Health Nurse Paulette Dunster be asked to fill in temporarily, part-time (20 hours a week), until the 2 vacant Public Health Nurse positions are filled.  Motion by Bassett, 2nd by Kinsley, to recommend County Board approval of the recommendation.  Motion carried.

 

Human Resource Manager Carol Larson presented the Zoning and Conservation Department recommendation to approve an extension in hours (approximately 8 more weeks) for the summer intern working under a grant on aquatic invasive species projects, with expenditures for the intern position not to exceed $10,500.  The grant for the project includes a budget item for the secretary and intern salaries in one line.  There is $11,000 remaining in that line.  Sawyer County Aquatic Invasive Species Coordinator Kristy Maki requested that the intern be allowed to keep working as there are 8 lakes left to survey and more GIS mapping work could be completed.  Motion by Johnson, 2nd by Schleeter, to recommend County Board approval of the recommendation.  Motion carried.

 

Human Resource Manager Carol Larson presented the Highway Committee recommendation to fill the vacant Highway Department Office Manager position.  Motion by McCoy, 2nd by Kinsley, to recommend County Board approval of the recommendation.  Motion carried.

 

Human Resource Manager Carol Larson asked how to treat the non-represented employees of the County since the settlement of the employee bargaining unit grievance which made the final of 4 employee furlough days voluntary.  As initially non-represented employees were paid for the 4 furlough days, compensation increases in 2010 for non-represented employees were delayed until October 11th as an equivalent to the 4 unpaid furlough days.  Motion by Bassett, 2nd by Johnson, to maintain the compensation delay for non-represented employees until October 11th, to allow non-represented employees to take an additional day off for 2010 to compensate them comparably with bargaining unit employees, and to allow them to do this in the 1st quarter of 2011.  Motion carried.

 

There were no monthly expense vouchers for the Human Resource Department.

 

The Committee discussed that the official employee health insurance premium rates would not be released until Thursday of this week by the Wisconsin Counties Association Group Health Trust.

 

Human Resource Manager Carol Larson announced that she will retire from employment effective November 11, 2011.  The Committee discussed various alternatives for providing the human resource functions of the County and determined to discuss these at the October meeting of the Committee.

 

Human Resource Manager Carol Larson presented the 2011 rates for Sawyer County’s contributions to employee retirement and determined to discuss these at the October meeting of the Committee.

 

Motion by Zietlow, 2nd by Johnson, to convene into closed session, pursuant to section 19.85(1)(f), Wisconsin Statutes, for the investigation of a specific personnel matter.  Motion carried by unanimous voice vote.
