Motion by Jaeger, 2nd by Olson, to approve the meeting agenda as presented. Motion carried.
Motion by Kinsley, 2nd by Olson, to approve the minutes of the meeting of August 9, 2010. Motion carried.
The Committee discussed proposals for the composition of a land information council for Sawyer County to comply with newly enacted 2009 Wisconsin Act 314 which provides that the council consist of not less than 8 members including the register of deeds, the treasurer, the real property lister or their designees, and the following members appointed by the county board: A member of the county board, a representative of the land information office, a realtor or member of a realtors association employed within the county, a public safety or emergency communications representative employed within the county, the county surveyor or a registered professional land surveyor employed within the county, and any other members of the board or public that the board designates. The Committee discussed the recommendations of the existing employee land information group for the land information council appointments. County Board member Bruce Paulsen presented another proposal for appointments to the council which included appointing 2 members of the public with extensive land information system backgrounds, Ben Niemann and Fred Goold. The Committee discussed adding Geographic Information System Specialist Brian DeVries to Mr. Pausen’s proposal. Motion by Jaeger, 2nd by Olson, to recommend County Board approval of Mr. Pausen’s proposal for appointments (as amended) as follows: Register of Deeds Paula Chisser, County Treasurer Dianne Ince, Land Records Department Director Robyn Thake, Real Property Lister Colleen Schott, a County Board member (either Tom Duffy or Dean Pearson), a realtor (either Tom Berlage or Gary Nathan), 911 Coordinator Rose Lillyroot, County Surveyor Dan Pleoger, Geographic Information System Specialist Brian DeVries, and citizen members Ben Niemann and Fred Goold. Motion carried.
Land Records Department Director Robyn Thake presented the recommendation of the existing employee land information group to approve agreements with Applied Data Consultants (ADC) for the development and implementation and for a service agreement for transition of Sawyer County’s GIS mapping website to ADC’s WGXtreme version. Motion by Kinsley, 2nd by Jaeger, to recommend County Board approval of the agreements. Motion carried.
The Committee reviewed the Town of Round Lake’s request for assistance by the Sawyer County Surveyor’s Office in surveying property acquired by the Town of Round Lake for the development of a boat landing on the west shore of Clear Lake. The town applied for a grant and plans to improve the boat landing. County Surveyor Dan Pleoger provided the Committee with an estimate of the cost of the County Surveyor’s Office doing the survey and reported that private surveyors had expressed concern with the County doing survey work for a town. Mr. Pleoger suggested that, instead of the County surveying the lot for the Town, the County Surveyor’s Office could obtain the coordinates for the section lines near the lots to reduce the Town’s cost for a private survey of the lot. Motion by Kinsley, 2nd by Olson, to approve Mr. Pleoger’s suggestion. Motion carried.
County Clerk Kris Mayberry reported that he is still assessing whether the County Clerk’s Office should issue passports to the public to relieve the Clerk of Circuit Court’s Office of the workload or whether the County should discontinue issuing passports. The public would then need to apply for passports at the U.S. Post Office.
Circuit Court Judge Gerald Wright reported that the Register in Probate/Juvenile Court Clerk has returned from a medical leave following surgery and that Ricki Briggs, who is retired but had previously performed the duties of that position, filled in during the absence. Judge Wright had requested and the County Board approved hiring Ms. Briggs on a temporary basis for up to 20-30 hours a week with the rate of pay to be $16.82 per hour. The approval was until the next County Board meeting. Judge Wright advised the Committee that additional medical leave may be necessary and requested that the authorization to utilize Ms. Briggs to fill in be extended as necessary. The Committee determined to refer the request to the County Board for authorization.
Clerk of Circuit Court Anne Marie Danielson and Circuit Court Judge Gerald Wright presented information concerning the increased workload and directions from the District Court Administrator and Chief Judge to address the current court case backlog and the resulting use of overtime and the accumulation of compensatory time by employees of the Clerk of Circuit Court’s Office. The Committee discussed that there may be a need to seek approval from the Finance Committee and County Board to transfer the funds necessary for the additional staffing expenses. Ms. Danielson indicated that she was approached by someone willing to serve up to 160 hours as an unpaid intern in the Clerk of Circuit Court’s Office. Motion by Jaeger, 2nd by Kinsley, to authorize the use of the intern. Motion carried.
Child Support Department Director Sandy Okamoto presented a department report and expressed concern for the Child Support Department being billed for postage machine expenses for the previous year and the impact on the department budget. Ms. Okamoto also indicated that she uses a cell phone with a contract through December of 2010. She was advised that she could be reimbursed for her cell phone charges through the end of the contract when she would switch to the County cell phone plan.
Land Records Department Director Robyn Thake provided a monthly department report, including reporting an increase in property transfer document recordings from July 7 to August 10, 2010 (182) from the same period in 2009 (151), that real property listing is current with Register of Deeds recordings through August 10th, that in the last month 4 roads and 77 addresses have been added to the County GIS and 911 dispatch, and that the County GIS has been upgraded to ArcGIS 10.
Information Technology Department Director Mike Coleson provided a monthly report for the Information Technology Department, including reporting that a link has been established between the Novus and Laredo land information systems.
County Surveyor Dan Pleoger provided a monthly report for the County Surveyor’s Office.
Clerk of Circuit Court Anne Marie Danielson provided a monthly report for the Clerk of Circuit Courts Office, including a report on the number of judges justified by current caseload, the number of employees, and the services provided by the Ashland, Bayfield, Burnett, Washburn, and Sawyer County Clerk of Circuit Courts Offices.
The Committee reviewed the monthly department expense vouchers and a request from Register of Deeds Paula Chisser for approval to attend the fall Register of Deeds Conference being held in Minocqua on October 7th and 8th. Motion by Kinsley, 2nd by Jaeger, to approve the vouchers and the request. Motion carried.
County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County.
