minutes of the meeting of the Personnel and Administrative Committee, Sawyer County Board of Supervisors

August 17, 2010, 8:30 a.m., Assembly Room, Sawyer County Courthouse

 

members present:  Hal Helwig (Chair), Ron Kinsley, Dale Schleeter, Kathy McCoy, Fred Zietlow, Warren Johnson

 

Motion by Kinsley, 2nd by Zietlow, to approve the meeting agenda.  Motion carried. 

 

Motion by Zietlow, 2nd by Johnson, to approve the July 14, 2010 meeting minutes.  Motion carried.

 

The Committee reviewed the Public Safety Committee recommendation to approve the proposed position description for the Sawyer County Truancy Deputy.  Motion by Zietlow, 2nd by Johnson, to approve the recommendation.  Motion carried.

 

The Committee reviewed a proposed settlement agreement with the Courthouse, Paraprofessional, and Professional employee bargaining units regarding the furlough day grievances.  Motion by Kinsley, 2nd by Schleeter, to recommend County Board approval of the agreement.  Motion carried.

 

The Committee discussed the compensation for newly appointed Public Health Officer/Supervisor Eileen Simak.  Motion by McCoy, 2nd by Kinsley, to approve that Ms. Simak receive the compensation established for the position ($28.80 per hour increasing to $29.67 per hour October 11, 2010) as stated in the position advertising.  Motion carried.

 

Human Resource Manager Carol Larson presented a proposed 2011 budget for the Human Resource Department with total expenditures of $96,650.  Motion by Kinsley, 2nd by Schleeter, to recommend the budget to the Finance Committee.  Motion carried.

 

The Committee reviewed the monthly expense vouchers for the Human Resource Department and Human Resource Manager Carol Larson’s request for approval to attend the 2010 WACPD fall conference to be held in Eau Claire on September 16 and 17, 2010.  Motion by Kinsley, 2nd by Zietlow, to approve the vouchers and the request.  Motion carried.

 

Human Resource Manager Carol Larson reported that the Zoning and Conservation Department will retain the summer intern working on the Nelson Lake septic system testing project beyond the 12 weeks for an additional 2 weeks to complete the project.  The Department has sufficient funds remaining in the department budget for this purpose.

 

Human Resource Manager Carol Larson presented information about a request from AFLAC to offer additional employee-funded benefit options.

 

Human Resource Manager Carol Larson reported that the Register in Probate/Juvenile Court Clerk would be out on medical leave and that Ricki Briggs is available to fill in during the absence.  Ms. Briggs had previously performed the duties of that position.

 

Motion by Kinsley, 2nd by Zietlow, to convene into closed session, pursuant to sections 19.85(1)(b), (c), (e), and (f), Wisconsin Statutes, to discuss the Highway Department employee bargaining unit prohibited practice filings and arbitration for a 2010 and 2011 labor agreement, and to hear and take action on grievance #9108 filed by the Courthouse employee bargaining unit regarding a disciplinary action.  Motion carried by unanimous voice vote.
