minutes of the meeting of the Property and Airport Committee
Sawyer County Board of Supervisors
August 10, 2010, 7:00 a.m., Assembly Room, Sawyer County Courthouse
members present: Fred Zietlow (Chair), Dean Pearson, Mel Olson, Walt Jaeger, Dale Thompson
also present: County Board member Warren Johnson, Cliff Korn (Airport hangar association member), Bill Lontz (resides near Airport), County Clerk Kris Mayberry
Motion by Pearson, 2nd by Jaeger, to approve the meeting agenda as presented. Motion carried.
Motion by Pearson, 2nd by Jaeger, to approve the July 8, 2010 meeting minutes. Motion carried.
Dan and Patty Leslie (L & L Aviation - contracted Airport management and fixed-base operator) presented a report on projects, operations, and conditions at the Sawyer County Airport, including the electric power outage at the Airport that lasted in excess of 30 hours following a severe storm in July. The Committee discussed installing a generating system at the Airport and requesting Xcel Energy to review its priorities for the restoration of electric power following an outage and to consider designating the Sawyer County Airport as a higher priority for future outages. Motion by Jaeger, 2nd by Pearson, to recommend that the County Board authorize the letter being sent to Xcel Energy. Motion carried.
The Committee discussed the Airport improvement project kick-off meeting attended by representatives of the Wisconsin Bureau of Aeronautics, Bolton & Menk (project engineers and consultants), and by Property and Airport Committee Chair Fred Zietlow and County Clerk Kris Mayberry.
The Committee reviewed a proposed land acquisition map for the Airport improvement project indicating projections for the interests in real estate necessary for the project. County Board approval of the map and the County’s obligation to preserve the Airport property is necessary prior to commencement of the project, including negotiations for property acquisition. Motion by Jaeger, 2nd by Pearson, to recommend County Board approval of the map and the County’s commitment to preserve the Airport property. Motion carried.
The Committee discussed at their July meeting that David Carlson was again delinquent in paying the annual hangar area lease payments for the two hangars he owns at the Airport. Payment has since been made on one of the hangars. The Committee determined to authorize Sawyer County Corporation Counsel Thomas J. Duffy to take whatever action is necessary to collect the amount due or to void the lease in accordance with paragraph 13 of the hangar area lease.
The Committee reviewed a proposed 2011 Airport budget with total expenditures of $105,852 (including Kohler electricity generator) and revenues of $25,000. Motion by Pearson, 2nd by Thompson, to recommend the budget to the Finance Committee. Motion carried.
Fred Zietlow indicated he may attend the Wisconsin Bureau of Aeronautics Airport Operations and Land Use Seminar being held in Stevens Point September 28th and 29th.
The Committee reviewed the monthly Airport expense vouchers. Motion by Jaeger, 2nd by Pearson, to approve the Airport report and monthly expense vouchers. Motion carried.
Maintenance Department Supervisor Dennis Erickson presented a report on projects completed, in progress, and planned by the Maintenance Department, including completion of the remodeling of the Court areas of the Courthouse, planning for installation of a solar energy system for the Veterans Service Department building, agreements with vendors of paper products for product pricing, and plans for upgrading lighting systems to be more efficient and compliant with new requirements.
Maintenance Department Supervisor Dennis Erickson indicated that the Verizon cell phones available through the State contract were tested and found not to work for Maintenance Department purposes at this time, that he needs direction as to a source of funds to purchase signs designating County property as smoke-free, and that his is hoping to retire early in 2011. The Committee advised that Mr. Erickson check with the health department concerning funds for the signs and determined to add his retirement and replacement to the agenda for the September meeting of the Committee.
Maintenance Department Supervisor Dennis Erickson presented information concerning delivery of mail by the post office to the Courthouse. He indicated that the Veterans and Sheriff’s Department would prefer mailboxes at their locations and estimated a total cost of about $2,720 to install the mailboxes with the Maintenance Department doing the installation. The Committee determined to forward this information to the Finance Committee.
Maintenance Department Supervisor Dennis Erickson presented and the Committee reviewed a proposed 2011 budget for the Maintenance Department. Motion by Jaeger, 2nd by Thompson, to recommend the budget to the Finance Committee. Motion carried.
The Committee reviewed the monthly Maintenance Department expense vouchers. Motion by Jaeger, 2nd by Pearson, to approve the Maintenance Department report and monthly expense vouchers. Motion carried.
Motion by Jaeger, 2nd by Pearson, to adjourn the meeting. Motion carried.
