Motion by Olson, 2nd by Johnson, to approve the meeting agenda as presented.  Motion carried. 

 

Motion by Olson, 2nd by Schleeter, to approve the minutes of the meeting of July 6, 2010.  Motion carried.

 

The Committee discussed ideas for the composition of a land information council for Sawyer County to comply with newly enacted 2009 Wisconsin Act 314 which provides that the council consist of not less than 8 members including the register of deeds, the treasurer, the real property lister or their designees, and the following members appointed by the county board:  A member of the county board, a representative of the land information office, a realtor or member of a realtors association employed within the county, a public safety or emergency communications representative employed within the county, the county surveyor or a registered professional land surveyor employed within the county, and any other members of the board or public that the board designates.  The Committee discussed the role, responsibilities, and authority of the Property Address System Committee, the Courthouse Committee, and the existing employee land information group pertaining to land records modernization.  County Board member Bruce Paulsen spoke in support of appointing 2 members of the public to the council and suggested either Ben Niemann or Fred Goold or both.  Motion by Olson, 2nd by Johnson, to table the matter until the September meeting of the Committee.  Motion carried.

 

Town of Round Lake Clerk Kathy McCoy presented the Town’s request for assistance by the Sawyer County Surveyor’s Office in surveying property acquired by the Town of Round Lake for the development of a boat landing on the west shore of Clear Lake.  The town applied for a grant and plans to improve the boat landing.  Motion by Olson, 2nd by Johnson, to have County Surveyor Dan Pleoger provide the Committee with an estimate of the cost for the survey work for their September meeting.  Motion carried.

 

County Surveyor Dan Pleoger requested approval for $3,200 to be transferred from the Contingency Fund Account to the County Surveyor Account of the General Fund of the 2010 Sawyer County Budget to expend for payments made to private surveyors for survey corner restoration.  Motion by Johnson, 2nd by Olson, to recommend County Board approval of the request.  Motion carried.

 

Clerk of Circuit Court Anne Marie Danielson presented a department report, including reporting that, due to the court workload and direction from the District Court Administrator, the Office may need employees to work 40 hours a week instead of 35 and/or an additional employee and/or discontinue providing some services to the public.  The County Clerk’s Office is evaluating whether they would be able to issue passports in their office and whether the revenue from passport applications warrants providing that service to the public.  The Committee discussed using a collection agency to collect fines and forfeitures and determined to get more information.  Ms. Danielson requested approval to request the use of an Experience Works person to assist in the office.  Motion by Johnson, 2nd by Olson, to approve the request.  Motion carried.

 

Child Support Department Director Sandy Okamoto presented a department report, including a request to approve transferring $5,000 from the paternity cost line to the contract expense line of the 2010 Child Support Department budget to reflect actual anticipated expenditures during 2010.  Motion by Johnson, 2nd by Olson, to approve the request.  Motion carried.

 

Child Support Department Director Sandy Okamoto presented and the Committee reviewed 2 options for the 2011 Child Support Department budget: a budget with one employee working 35 hours a week and all other employees working 40 hours a week or a budget with all employees working 35 hours a week.  Both budgets include revenues that exceed expenses.  Motion by Schleeter, 2nd by Olson, to forward the budget with one employee working 35 hours a week and all other employees working 40 hours a week (with total expenditures of $379,874 and total revenues of $439,208) to the Finance Committee.  Motion carried.

 

County Surveyor Dan Pleoger presented and the Committee reviewed a proposed 2011 County Surveyor’s Department budget with total expenditures of $240,987 and total revenues of $11,500.  Motion by Johnson, 2nd by Olson, to forward the budget to the Finance Committee.  Motion carried.

 

Land Records Department Director Robyn Thake presented and the Committee reviewed a proposed 2011 Land Records Department budget with total expenditures of $278,280 and total revenues of $3,200, and reviewed a proposed 2011 Land Records 210 Fund budget, and a proposed 2011 Land Information Grant 212 Fund budget.  Motion by Johnson, 2nd by Olson, to forward the budgets to the Finance Committee.  Motion carried.

 

Information Technology Department Director Mike Coleson presented and the Committee reviewed a proposed 2011 Information Technology Department budget with total expenditures of $188,390 and total revenues of $500.  Motion by Johnson, 2nd by Olson, to forward the budget to the Finance Committee.  Motion carried.

 

Clerk of Circuit Court Anne Marie Danielson presented and the Committee reviewed a proposed 2011 Circuit Court budget with total expenditures of $560,266 and total revenues of $330,959.  Motion by Johnson, 2nd by Olson, to forward the budget to the Finance Committee.  Motion carried.

 

The Committee reviewed a proposed 2011 Register of Deeds Office budget with total expenditures of $218,469 and total revenues of $151,000.  Motion by Olson, 2nd by Schleeter, to forward the budget to the Finance Committee.  Motion carried.

 

The Committee noted that a proposed 2011 District Attorney budget was not received.

 

Circuit Court Judge Gerald Wright reported that his office has now moved to the newly renovated area behind the Large Courtroom.

 

The Committee reviewed the following requests for approval for travel:

·         Child Support Department Director Sandy Okamoto to Child Support Directors meeting to be held September 9, 2010 in Eau Claire.

·         Land Records Department staff to Property Listers’ meeting to be held September 15-17 in Johnson Creek.

Motion by Olson, 2nd by Schleeter, to approve the request.  Motion carried.

 

The Committee reviewed the monthly department expense vouchers.  Motion by Johnson, 2nd by Schleeter, to approve the vouchers.  Motion carried.
