Sawyer County Board of Supervisors
July 14, 2010, 8:30 a.m., Assembly Room, Sawyer County Courthouse

Motion by Kinsley, 2nd by Bassett, to approve the meeting agenda. Motion carried.
Motion by Bassett, 2nd by Zietlow, to approve the June 15, 2010 meeting minutes. Motion carried.
Human Resource Manager Carol Larson presented information about the Experience Works program (senior workforce solutions) and reviewed the Public Safety Committee recommendation for Sawyer County to participate in the program, including for administrative support for the Ambulance Service and Emergency Government Department. Motion by Johnson, 2nd by Schleeter, to recommend County Board approval of the Public Safety Committee recommendation. Motion carried.
Public Safety Committee Chair Fred Zietlow reported that the Public Safety Committee tabled consideration of the Truancy Officer position description to allow for further review by Committee members.
The Committee determined to defer discussion of the proposal for a part-time Administrative Assistant position in the Ambulance Service and Emergency Government Department due to the potential utilization of the Experience Works program.
The Committee discussed that the Finance Committee tabled further consideration of the proposal to install post office boxes in the Courthouse as an option to departments renting boxes at the post office to the August meeting of the Committee and requested that Maintenance Department Supervisor Dennis Erickson develop options for the location and installation of post office mail boxes at the Courthouse and provide the Committee with estimates of the cost of the installation.
Human Resource Manager Carol Larson presented a proposed policy governing the use of cellular telephones and other personal communication devises such as smart phones, PDAs and Blackberrys by the employees of Sawyer County. Motion by McCoy, 2nd by Johnson, to recommend County Board approval of the policy. Motion carried.
There were no monthly expense vouchers for the Human Resource Department.
The Committee discussed a concern raised at the June Personnel and Administrative Committee that employees of the County Surveyors Office do private surveying work in Sawyer County. This concern was addressed at the July 6, 2010 Courthouse Committee meeting where Human Resource Manager Carol Larson reviewed the provisions of the Sawyer County Personnel Administration Policies which provide that County employees may engage in outside employment unless, in the judgment of the department head or governing committee, such employment conflicts with or affects the performance of their duties. Ms. Larson also reviewed with the Courthouse Committee a letter of understanding between Sawyer County and County Surveyor Dan Pleoger which delineates the provisions under which Mr. Pleoger may continue operating a private surveying business while employed by the County. The Courthouse Committee determined that there is no need to change the existing policy or to readdress the agreement with Mr. Pleoger.
Land Records Department Director addressed the Committee with concerns she had with the policy prohibiting smoking on County property.
Motion by Bassett, 2nd by Zietlow, to convene into closed session, pursuant to section 19.85(1)(e), Wisconsin Statutes, regarding terms of successor agreements with County employee bargaining units. Motion carried by unanimous voice vote.
