members present:  Fred Zietlow (Chair), Dean Pearson, Mel Olson, Walt Jaeger

also present:  Dan and Patty Leslie (L & L Aviation - contracted Airport management), Lloyd Driessen, Bill Lontz, County Clerk Kris Mayberry

Motion by Pearson, 2nd by Jaeger, to nominate Fred Zietlow as Property and Airport Committee Chair.  Motion carried.  Motion by Olson, 2nd by Jaeger, to elect Fred Zietlow as Property and Airport Committee Chair.  Motion carried by unanimous voice vote.

Motion by Olson, 2nd by Zietlow, to nominate Dean Pearson as Property and Airport Committee Vice-Chair.  Motion carried.  Motion by Olson, 2nd by Jaeger, to elect Dean Pearson as Property and Airport Committee Vice-Chair.  Motion carried by unanimous voice vote.

The Committee determined to schedule meetings of the Committee at 7:00 a.m. instead of 7:00 p.m.

Motion by Zietlow, 2nd by Pearson, to approve the meeting agenda as presented.  Motion carried.

Motion by Olson, 2nd by Pearson, to approve the April 5, 2010 meeting minutes.  Motion carried.

Maintenance Department Supervisor Dennis Erickson advised the Committee of the Public Safety Committee recommendation to approve the installation of a solar alternative energy system for the Veterans Service Building with a total cost of $21,340.  Funds for the project would come from grant funds restricted to improvements for the benefit of veterans.  Mr. Erickson had informed the Public Safety Committee that the County would receive a rebate of an unknown amount from the Focus on Energy program and that unused power would be sold to the power company.

Maintenance Department Supervisor Dennis Erickson presented a report on projects completed, in progress, and planned by the Maintenance Department, including remodeling of the Court wing of the Courthouse, the availability of the meeting room adjacent to the Health and Human Services Department reception area (use of which will now be scheduled by the University of Wisconsin-Extension Department), installation of a new water service in the Courthouse, completion of the new electronic kiosk system for the court calendar near the Kansas Street entrance to the Courthouse, and vehicle and equipment maintenance and repair (including new squad car set-up).  Mr. Erickson again reviewed the determination that a pellet fuel heating system would not be cost effective at this time for County buildings.  The Committee reviewed the monthly Maintenance Department expense vouchers.  Motion by Pearson, 2nd by Jaeger, to approve the Maintenance Department report and monthly expense vouchers.  Motion carried.

Dan and Patty Leslie (L & L Aviation - contracted Airport management) presented a report on projects, operations, and conditions at the Sawyer County Airport, including the installation of tie-down ropes on Airport aprons, ordering a new windsock, potential use of jail inmates for painting projects at the Airport, installation of a new radio system (to replace a malfunctioning system) in the Airport terminal building ($1,272.71), and collection of Airport automobile parking fees.  Dan Leslie advised the Committee that Tom Shuman confirmed that he would again provide the mowing services at the Airport during the summer of 2010.

Wisconsin Bureau of Aeronautics Project Manager Matt Malicki informed the Committee that the Finding of No Significant Impact for the environmental assessment document for the improvement project at the Sawyer County Airport (that includes the installation of an instrument landing system) has now been approved and signed.  Mr. Malicki presented information concerning plans for acquisition of the real estate necessary to proceed with the Airport improvement project and the options for financing the acquisitions and the project costs, including federal and state project loans.  Mr. Malicki confirmed that he would advise Sawyer County of any necessary steps to proceed with the project and funding for the project, and with projections for the funds that Sawyer County will need to provide towards the expenses of the project. 

The Committee reviewed information received from the Wisconsin Department of Transportation Division of Transportation Investment Management for the submission by Sawyer County of a Six-Year Improvement Plan for the Sawyer County Airport.  The Committee also reviewed L & L Aviation's proposal for additions to the statement of project intentions.  The proposed list of project intentions includes the projects already listed by the Wisconsin Bureau of Aeronautics for 2010 through 2014 and adds construction of a new terminal building and a connected terminal transient hangar for the year 2015 to the project list.  Motion by Jaeger, 2nd by Zietlow, to recommend County Board approval of the Six-Year Improvement Plan for the Sawyer County Airport as proposed by L & L Aviation.  Motion carried.

The Committee reviewed the monthly Airport expense vouchers.  Motion by Jaeger, 2nd by Zietlow, to approve the Airport report and the monthly expense vouchers.  Motion carried. 

Motion by Olson, 2nd by Pearson, to adjourn the meeting.  Motion carried.
