minutes of the meeting of the Finance Committee, Sawyer County Board of Supervisors

April 13, 2010, 8:30 a.m., Assembly Room, Sawyer County Courthouse

 

members present:  Kathy McCoy (Chair), Dale Schleeter, James Bassett, Warren Johnson, Shirley Riedmann

 

also present:  County Board Chair Hal Helwig, Ambulance Service and Emergency Government Department Director Brian Cody, County Treasurer Dianne Ince, County Clerk Kris Mayberry

 

Motion by Bassett, 2nd by Schleeter, to approve the meeting agenda.  Motion carried.

 

Motion by Bassett, 2nd by Johnson, to approve the March 12, 2010 meeting minutes.  Motion carried.

 

The Committee reviewed the Economic Development and Planning Committee recommendation to approve a one-time contribution of $4,400 from the Sawyer County Environmental Impact Fund towards the estimated $8,800 cost of improvements (new pavilion) to the Doc Smith Park located in the Village of Winter.  Motion by Bassett, 2nd by Johnson, to recommend County Board approval of the contribution.  Motion carried.  Ms. McCoy and Mr. Schleeter voted no.

 

University of Wisconsin-Extension Community Resource Development Educator David Berard presented information the Committee requested in determining whether Sawyer County should consider attempting to establish a premier resort tax for Sawyer County.  Motion by Riedmann, 2nd by Johnson, to refer the issue to the full County Board for their information and for discussion purposes.  Motion carried.

 

The Committee reviewed the results of a department survey to determine the number of department photocopiers, bottled water, refrigerators, coffee pots, auxiliary heaters, cell phones, and employee trips to the post office.

 

The Committee discussed their recommendation to the County Board (tabled at the March County Board meeting) that Sawyer County should not pay for drinking water at County facilities served by a municipal water system, and that, for other facilities, department committees should weigh the options for the provision of safe, palatable drinking water.  The Committee reviewed a report of what the County paid for department water cooler rental and water in 2009 and the results of tests conducted on the well water supplied at Highway Department facilities.

 

The Committee discussed whether to install post office boxes in the Courthouse as an option to departments having boxes at the post office and requested a report indicating the costs for each option.

 

Ambulance Service and Emergency Government Department Director Brian Cody presented a report on the billing and collection of charges for the Sawyer County Ambulance Service by Sawyer County and by LifeQuest.

 

The Committee discussed the $50,000 payment for 2008 made by LCO to Sawyer County from gaming revenues.  Motion by Johnson, 2nd by McCoy, to recommend County Board approval to transfer the $50,000 to the Contingency Fund Account of the 2010 Sawyer County Budget.  Motion carried.

 

The Committee reviewed a report of receipts and costs for the publication and sale of the 2008 Sawyer County Platbook prepared by the County Clerk’s Office.  County Clerk Kris Mayberry indicated that all of the 2008 plat books have now been sold and asked whether the Committee would like to seek proposals for the publication of a new plat book.  Motion by Johnson, 2nd by McCoy, to authorize a request for proposals for a new plat book to be published.  Motion carried.

 

County Treasurer Dianne Ince requested approval for the transfer and expenditure of $1,375 to pay for the amount charged by Sawyer County Abstract and Title Co. to research tax delinquent properties for the County’s foreclosure process.  This is the amount that exceeded the $3,000 budgeted for that cost and results from the increase in the number of parcels requiring the research.  Motion by McCoy, 2nd by Johnson, to recommend County Board approval for the transfer and expenditure of $1,375 from the Contingency Fund Account to the Tax Deed Expense Account of the 2010 Sawyer County Budget to cover the expenditure.  Motion carried.

 

The Committee reviewed the Public Safety Committee recommendation to approve Sheriff James Meier’s request to approve the transfer of $458 from the SWAT line item of the 2010 Sheriff’s Department account to the Purchase of Squads account of the 2010 Sawyer County Budget due to an increase in the price for squad cars.  Motion by Johnson, 2nd by Schleeter, to approve the recommendation.  Motion carried. 

 

The Committee reviewed a County financial report prepared by County Treasurer Dianne Ince through March of 2010 and the Wisconsin Department of Revenue monthly report on county sales and use tax distribution to Sawyer County which included the following information:

  • Distributed to Sawyer County in March of 2010 - $92,892.54
  • Distributed to Sawyer County in 2010 through March - $263,501.13
  • Distributed to Sawyer County through same month in 2009 - $268,835.09
  • 2010 Sawyer County Budget sales and use tax revenue forecast - $1,337,500

Motion by Bassett, 2nd by Riedmann, to approve the Treasurer’s Report.  Motion carried.

 

The Committee reviewed County Treasurer Dianne Ince’s request for approval to attend the Wisconsin County Treasurers’ summer conference to be held June 9-11, 2010 in Racine, Wisconsin.  Motion by Bassett, 2nd by Riedmann, to approve the request.  Motion carried.

 

The Committee reviewed and discussed a report of 2009 General Fund revenues and expenses through December 31, 2009, and a report of 2010 General Fund revenues and expenses through March 31, 2010.

 

The Committee reviewed the monthly department expense vouchers.  Motion by Johnson, 2nd by Schleeter, to approve the vouchers.  Motion carried.

 

Motion by Johnson, 2nd by Bassett, to adjourn the meeting.  Motion carried.
