minutes of the meeting of the Personnel and Administrative Committee, Sawyer County Board of Supervisors

April 14, 2010, 8:30 a.m., Assembly Room, Sawyer County Courthouse

 

present:  Hal Helwig (Chair), Ron Kinsley, Dale Schleeter, Kathy McCoy, Shirley Riedmann (for Fred Zietlow),

 

also present:  Sylvia Harnden (Professional Employee Bargaining Unit), County Supervisor Warren Johnson, Human Resource Manager Carol Larson, County Clerk Kris Mayberry

 

Motion by Kinsley, 2nd by McCoy, to approve the meeting agenda.  Motion carried. 

 

Motion by McCoy, 2nd by Schleeter, to approve the March 16, 2010 meeting minutes.  Motion carried.

 

Human Resource Manager Carol Larson presented the Courthouse Committee recommendation to establish the compensation and benefits for the Clerk of Circuit Court position for 2011, 2012, 2013, and 2014 based on the ending 2010 salary ($47,759) of the County Treasurer and Register of Deeds positions adjusted by the same percent and/or amount provided to the Courthouse employee bargaining unit for those years.  [Wisconsin law provides that compensation for elected positions must be set prior to the first day candidates may legally circulate papers for their nomination to office – June 1st for fall elections.]  The Committee discussed that compensation and benefits for the County Clerk, County Treasurer, and Register of Deeds positions for 2009, 2010, 2011, and 2012 are based on their 2008 salary adjusted by the same percent and/or amount provided to the Courthouse employee bargaining unit for those years.  Motion by Kinsley, 2nd by McCoy, to recommend County Board approval to establish the compensation and benefits for the Clerk of Circuit Court position for 2011, 2012, 2013, and 2014 based on the ending 2010 salary ($47,759) of the County Treasurer and Register of Deeds positions adjusted by the same percent and/or amount provided to the Courthouse employee bargaining unit for those years.  Motion carried.

 

Human Resources Manager Carol Larson presented the Public Safety Committee recommendation to set the Sheriff’s salary at a .5% increase for 2011 and a 1.5% increase per year for the years of 2012, 2013 and 2014.  Motion by Kinsley, 2nd by Schleeter, to recommend County Board approval of the Public Safety Committee recommendation.  Motion carried.

 

Human Resources Manager Carol Larson reported that Coroner Dave Dokkestul presented the Public Safety Committee with a proposed coroner pay schedule for 2011-2014.  After discussion, the Public Safety Committee requested further information on the costs and revenues generated by the Coroner’s Office and tabled the matter until the May Public Safety Committee meeting.  Motion by Kinsley, 2nd by McCoy to refer the matter back to the Public Safety Committee.  Motion carried. 

 

Human Resources Manager Carol Larson presented the Highway Committee recommendation to approve Highway Commissioner Gary Gedart’s recommendation to hire for temporary Highway Department employment four college students and two skilled workers for the summer of 2010.  Motion by Kinsley, 2nd by Schleeter, to recommend County Board approval of the recommendation.  Motion carried.

 

Human Resources Manager Carol Larson presented the Land and Water Conservation Committee recommendation to approve hiring one and a half summer intern positions (an AIS Intern position and a Conservation Intern position) for the Land and Water Conservation Department for the summer of 2010.  Land and Water Conservation Department Director Dale Olson assured the Land and Water Conservation Committee that there are budgeted and/or grant funds for the positions.  Motion by Kinsley, 2nd by McCoy, to recommend County Board approval of the recommendation.  Motion carried.

 

Human Resources Manager Carol Larson presented proposed amendments to the Sawyer County Personnel Administration Policies.  The most significant of the amendments would be the adoption of a comprehensive Family and Medical Leave Act policy for Sawyer County.  The Committee discussed the differences between federal and state family and medical leave requirements and suggested that Ms. Larson develop a grid outlining the various requirements to include as an appendix to Sawyer County’s policy.  Motion by Helwig, 2nd by Kinsley, to recommend County Board approval of the amendments with the inclusion of the grid.  The amendments and the grid are to be presented at the May County Board meeting.  Motion carried.

 

Human Resource Manager Carol Larson presented proposed positions descriptions for the Zoning and Conservation Administrator position, the Assistant Zoning and Conservation Administrator (I) – Zoning and Sanitation Specialist position, the Assistant Zoning and Conservation Administrator (II) – Conservation Specialist position, the Zoning and Conservation Technician – Zoning and Sanitation Specialist position, the Zoning and Conservation Technician – Conservation Specialist position, the Deputy Zoning and Conservation Administrator position, the Zoning and Conservation Non-Metallic Mining Reclamation Secretary position, and the Zoning and Conservation Secretary II and III position.  Ms. Larson also presented the Courthouse Employee Bargaining Unit counter offer to the County proposal for a side letter of agreement concerning the staffing and employee compensation for positions in the Zoning and Conservation Department.  Motion by Kinsley, 2nd by Schleeter, to refer discussion of the position descriptions and the letter of agreement to the closed session at the end of the meeting.  Motion carried.

 

Human Resource Manager Carol Larson presented information about the Public Safety Committee recommendation to approve entering into an agreement with Advanced Correctional Healthcare for providing inmate medical care at the Sawyer County Jail.  Sylvia Harnden presented the concerns of the Professional Employee Bargaining Unit regarding contracting for the medical care of inmates at the Jail.  Motion by Schleeter, 2nd by Kinsley, to refer the matter to the closed session at the end of the meeting.  Motion carried.

 

The Committee reviewed the monthly Human Resource Department expense vouchers and Human Resource Manager Carol Larson’s request for approval to attend the Wisconsin Association of County Personnel Directors annual conference being held May 6th and 7th at Sturgeon Bay, Wisconsin.  Motion by Helwig, 2nd by Kinsley, to approve the expense vouchers and the request to attend the conference.  Motion carried.

 

County Board Chair Hal Helwig suggested that the County Board meet Wednesday, May 5, 2010 to review and approve County Board committee and representative appointments, and for an orientation presentation that would include Weld, Riley, Prenn & Ricci Attorney Mindy Dale.

 

Motion by Kinsley, 2nd by McCoy, to convene into closed session, pursuant to sections 19.85(1)(c) and (e), Wisconsin Statutes, to discuss compensation and bargaining strategy for Zoning and Conservation Department consolidation staffing issues and for contracting for inmate healthcare services.  Motion carried by unanimous voice vote.

Motion by Kinsley, 2nd by McCoy, to reconvene into open session.  Motion carried.

 

Motion by Schleeter, 2nd by Kinsley, to approve the proposed positions descriptions for the Zoning and Conservation Administrator position, the Assistant Zoning and Conservation Administrator (I) – Zoning and Sanitation Specialist position, the Assistant Zoning and Conservation Administrator (II) – Conservation Specialist position, the Zoning and Conservation Technician – Zoning and Sanitation Specialist position, the Zoning and Conservation Technician – Conservation Specialist position, the Deputy Zoning and Conservation Administrator position, the Zoning and Conservation Non-Metallic Mining Reclamation Secretary position, and the Zoning and Conservation Secretary II and III position.  Motion carried.
