Motion by Kinsley, 2nd by Mrotek, to approve the meeting agenda as presented. Motion carried.
Motion by Kinsley, 2nd by Mrotek, to approve the minutes of the meeting of March 9, 2010. Motion carried.
Human Resource Manager Carol Larson presented information and options for the Committee to consider in recommending compensation for the Clerk of Circuit Court position for 2011, 2012, 2013, and 2014. [Wisconsin law provides that compensation for elected positions must be set prior to the first day candidates may legally circulate papers for their nomination to office – June 1st for fall elections.] The Committee discussed that compensation and benefits for the County Clerk, County Treasurer, and Register of Deeds positions for 2009, 2010, 2011, and 2012 are based on their 2008 salary adjusted by the same percent and/or amount provided to the Courthouse employee bargaining unit for those years. Motion by Kinsley, 2nd by Mrotek, to recommend Personnel and Administrative Committee and County Board approval to establish the compensation and benefits for the Clerk of Circuit Court position for 2011, 2012, 2013, and 2014 based on the 2010 salary ($47,759) of the County Treasurer and Register of Deeds positions adjusted by the same percent and/or amount provided to the Courthouse employee bargaining unit for those years. Motion carried.
Information Technology Department Director Mike Coleson informed the Committee that part-time PC Technician John Lang had resigned his position to take a full-time position. Mr. Coleson recommends continuing the position but leaving it vacant it at this time in an effort to reduce expenses. The Committee admonished Mr. Coleson to keep them informed of his resulting workload to insure that he is not overburdened by leaving the PC Technician position vacant, and to continue to use the information technology consulting services of KD Consulting as he deems necessary.
County Surveyor Dan Pleoger reported that he determined to not approve compensation for a private surveyor who recently applied for compensation for re-establishing section corners in accordance with the provisions for payment of private surveyors in the Sawyer County Public Land Corner Perpetuations Program Instructions and Specifications. Mr. Pleoger indicated that the private surveyor had failed to provide the information necessary to substantiate a reasonable corner position.
Child Support Department Director Sandy Okamoto presented a proposed Standard Cooperative Agreement between Sawyer County (Child Support Department) and the Sawyer County Clerk of Circuit Courts to provide support for the Child Support Department in carrying out functions of the IV-D Program under sections 49.22 and 59.53(5) of the Wisconsin Statutes, and section 454(33) of the Federal Social Security Act relating to establishing paternity, establishing and enforcing support obligations, collecting and distributing support payments, establishing and enforcing medical support obligations, locating absent parents, and reporting. The agreement also provides for state and federal reimbursement of allowable administrative costs incurred by the Cooperative Agency. Motion by Mrotek, 2nd by Olson, to recommend County Board approval of the agreement. Motion carried.
The Committee reviewed E.O. Johnson Office Technologies’ proposal to lease a large-volume color photocopier (Canon IRC50356 Digital System) to replace the photocopier located in the Courthouse hallway and used by County departments. Information Technology Department Director Mike Coleson indicated that E.O. Johnson’s charges for leasing the replacement copier are less than the previous lease and that the equipment has additional functions. Motion by Mrotek, 2nd by Olson, to recommend County Board approval of the lease. Motion carried.
The Committee discussed a request for the County to develop a policy requiring the completion of the minutes of County meetings within a specified time for posting on the County’s website. No action was taken.
Clerk of Circuit Court Anne Marie Danielson and Child Support Department Director Sandy Okamoto provided written and verbal department reports.
County Surveyor Dan Pleoger and Information Technology Department Director Mike Coleson provided verbal department reports. Mr. Pleoger gave each member of the Committee a copy of a draft of Sawyer County Land Records Modernization Plan for 2010-2015 prepared by Land Records Department Director Robyn Thake and indicated that Ms. Thake requests that each member of the Committee review the draft for consideration at the May meeting of the Committee.
Circuit Court Judge Gerald Wright addressed the Committee.
The Committee reviewed a request from Register in Probate Bonnie Struska for approval to attend the Register in Probate Association spring seminar to be held May 19th-21st in the Wisconsin Dells.
The Committee reviewed the monthly department expense vouchers.
Motion by Kinsley, 2nd by Mrotek, to approve the departmental reports, the department expense vouchers, and requests for travel. Motion carried.
County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County.
Motion by Olson, 2nd by Mrotek, to convene into closed session, pursuant to section 19.85(1)(f), Wisconsin Statutes, to consider an external grievance file against a department head. Motion carried by unanimous voice vote.
