Public Safety Meeting – April 9, 2010 – 9:00 a.m.

Members present: Vice Chairman Melvin Olson, Jim Bassett, Ken Maki, Dale Thompson, Warren Johnson (replacing Fred Zietlow)
Others present: Sheriff Jim Meier, Chief Deputy Brigette Kornbroke, Lt. Kurt Barthel, Ray Boeckman, Dave Dokkestul, Sherrie Shelton, Carol Larson, Dan Cousins, Jim Onarheim, Terrell Boettcher
Vice Chair Olson called the meeting to order at 9:00 a.m.
Motion by Bassett, seconded by Thompson, to approve the agenda as presented. Motion carried.
Motion by Maki, seconded by Bassett, to approve the minutes of the March 10, 2010, meeting. Motion carried.
Sheriff Meier presented the monthly call statistics for the sheriff’s department.
Human Resources Manager Carol Larson presented a proposed resolution regarding establishing a wage for the Sawyer County Sheriff. Discussion followed. Bassett moved that the Sheriff’s salary be set at a 1.5% increase for 2011, 2% increase for 2012 and 2.5% for 2013-2014. There was no second to the motion. Thompson moved to set the Sheriff’s salary at a 2.5% increase for each year of 2011, 2012, 2013 and 2014. There was no second to the motion. Johnson moved and Olson seconded to set the Sheriff’s salary at a .5% increase for each year of 2011, 2012, 2013 and 2014. Olson and Johnson voted yes and Thompson, Bassett and Maki voted no. Motion failed. Maki moved and Johnson seconded to set the Sheriff’s salary at a .5% increase for 2011 and 1.5% increase per year for the years of 2012, 2013 and 2014, with a recommendation to forward to the Personnel-Administrative Committee. Maki, Johnson, Olson and Bassett voted yes. Thompson voted no. Motion carried.
Sheriff Meier requested a line item transfer of $458.00 from the SWAT line item to the vehicle line item due to an increase in price for squad cars. Thompson moved and Bassett seconded to approve the request and forward to the Finance Committee for approval. Motion carried.
Sheriff Meier informed the committee that the Discovery Channel will be airing the program made last winter regarding a homicide which had occurred in Sawyer County. Sheriff Meier stated the show will air on the Investigative Discovery Channel on June 4, 2010, at 9:00 p.m.
Thompson moved and Johnson seconded to approve out of county travel for the sheriff’s department as presented. Motion carried.
Bassett moved and Olson seconded to approve the sheriff’s department vouchers as presented. Motion carried.
Lt. Barthel presented the monthly jail report. Thompson moved and Bassett seconded to approve the jail report as presented. Motion carried.
Animal Control Officer Shelton informed the committee of her activities for the past month. She reported that the number of reported dog bites were up the past month. Shelton informed the committee that dog licenses will be sold at the rabies clinic which will be held in Winter. Maki moved and Bassett seconded to approve the Animal Control report. Motion carried.
The committee reviewed a proposed job description for the Animal Control Officer. Discussion was held regarding some needed changes and additions to the job description regarding qualifications and training. Thompson moved and Maki seconded to approve the proposed job description for the Animal Control Officer with the necessary changes and additions made to the job description and to be forwarded to the Personnel Committee with a recommendation for approval. Motion carried.
Johnson moved and Thompson seconded to approve the Animal Control vouchers as presented. Motion carried.
Ray Boeckman informed the committee about exploring alternative energy for the Veterans Service building. Boeckman indicated that he has been working with Maintenance Supervisor Dennis Erickson on the project and will present further information to the committee as it becomes available. Boeckman indicated the estimated cost would be approximately $20,000.00, which would be paid for with grant monies received by the Veterans Department and Sawyer County would bear none of the cost.
Boeckman presented his annual report to the committee. Boeckman informed the committee that 93 disability claims were filed in 2009. Maki moved and Thompson seconded to approve the Veterans Department annual report and commended Boeckman for his work on behalf of veterans in Sawyer County. Motion carried.
Bassett moved and Johnson seconded to approve the Veterans vouchers as presented. Motion carried.
Coroner Dave Dokkestul presented a proposed coroner pay schedule for 2011-2014. Bassett moved and Thompson seconded to raise the per diem for the coroner from $98.00 to $125.00. After discussion, the committee requested further information on the costs and revenues generated by the Coroner’s Office. Bassett withdrew his motion. Johnson moved and Olson seconded to table the matter until the May, 2010, Public Safety Committee meeting. Motion carried.
Thompson moved and Bassett seconded to approve the Coroner’s vouchers as presented. Motion carried.
Maki left the meeting.
Brian Cody was not able to attend the meeting. Cody’s monthly ambulance department report was presented, along with information on revenues collected by Lifeline Systems.
The committee agreed that the collection information should be presented monthly to the committee by Cody.
Bassett moved and Thompson seconded to approve the Ambulance/Emergency Government vouchers as presented. Motion carried.
Other Matters for Discussion:
Bassett advised that he had attended the Governor’s Conference recently and gave a brief overview of the conference.
Motion by Bassett and seconded by Johnson to go into closed session at 10:55 a.m., pursuant to Wis. Stat. 19.85(1)(c) and (f) for the purpose of conducting interviews for a deputy sheriff position and establishment of the eligibility list and for consideration of hours of a non-represented employee. Motion carried.
