Motion by Kinsley, 2nd by Schleeter, to approve the meeting agenda. Motion carried.
Motion by Bassett, 2nd by Kinsley, to approve the January 19, 2010 meeting minutes. Motion carried.
Human Resource Manager Carol Larson reported that the Courthouse Employee Bargaining Unit and the Professional Employee Bargaining Unit filed a grievance (#9106) in objection to the mandatory employee furlough days established by Sawyer County for 2010. Ms. Larson noted that James Mattson, the representative of both bargaining units was unable to attend this meeting or the March meeting of the Committee to present the grievance. The Committee determined to schedule the grievance for the April meeting of the Committee.
Courthouse Employee Bargaining Unit President Claudia Burgan presented a grievance (#9105) alleging the payment of the wrong amount as reimbursement for an employee not participating in the health insurance plan of the County pursuant to the provisions of Article 21, Section B of the bargaining unit agreement. The Committee referred their discussion of the grievance to the closed session at the end of the meeting.
The Committee reviewed a summary of dates in 2010 that the Circuit Court has no currently scheduled matters as provided by Clerk of Circuit Court Anne Marie Danielson to determine the scheduling of 3 additional employee furlough days in 2010. Motion by Bassett, 2nd by Kinsley, to recommend County Board approval to schedule Friday, April 23rd; Friday, July 2nd; and Thursday, December 30th as the additional employee furlough days in 2010. Motion carried.
The Committee reviewed a proposed side letter of agreement with the law enforcement employee bargaining unit regarding compensatory time. Motion by McCoy, 2nd by Zietlow, to recommend County Board approval of the agreement. Motion carried.
The Committee determined to refer review of Sheriff's Department position descriptions until the March meeting of the Committee.
The Committee reviewed the Public Safety Committee recommendation to approve filling a vacant road deputy position and to establish an eligibility list for road deputies. The Committee discussed, with Sheriff James Meier, the potential ramifications for law enforcement if the position is not filled. Motion by Zietlow, 2nd by Schleeter, to recommend County Board approval of the recommendation. Motion carried. Ms. McCoy voted no.
Human Resource Manager Carol Larson presented proposed amendments 30 and 31 to Sawyer County's WCA Group Health Trust benefit plan. The amendments reflect benefit changes negotiated with employee bargaining units and required by changes in federal law. Motion by Bassett, 2nd by Schleeter, to recommend County Board approval of the amendments. Motion carried.
The Committee discussed the consolidation of the Land and Water Conservation Department and the Zoning Department, including the issues of what to name, how to staff, staff compensation and location, and department committee structure for the consolidated department. Motion by McCoy, 2 by Kinsley, to schedule (as soon as possible) a joint meeting of the Zoning Committee and the Land and Water Conservation Committee to discuss these issues and to develop recommendations for the consolidated department for the County Board's consideration. Motion carried.
The Committee reviewed the monthly Human Resource Department expense vouchers. Motion by Bassett, 2nd by Kinsley, to approve the vouchers. Motion carried.
Human Resources Manager Carol Larson reported that two Courthouse employee bargaining unit grievances, as well as the 2010-11 Highway bargaining unit contract settlement, are being advanced to arbitration proceedings. In addition, there is a possibility the Courthouse or Professional employee bargaining units may take the furlough day grievances to arbitration. Ms. Larson indicated that there may not be sufficient funds allocated in the 2010 Sawyer County Budget for the expenses of labor counsel due to these arbitration proceedings. Ms. Larson also noted that Sawyer County has begun using the legal endorsement coverage of the County's Wisconsin County Mutual Insurance Corporation public entity liability policy to provide representation in labor matters. There is, however, still a cost to the County due to a relatively high deductible.
Motion by Kinsley, 2nd by Bassett, to convene into closed session, pursuant to sections 19.85(1 )(e), Wisconsin Statutes, to consider the Courthouse employee bargaining unit grievance. Motion carried by unanimous voice vote.
