Sawyer County Board of Supervisors

January 19, 2010, 9:00 a.m., Assembly Room, Sawyer County Courthouse

present: Hal Helwig (Chair), Ron Kinsley, Dale Schleeter, Fred Zietlow, James Bassett, Kathy McCoy

also present: County Supervisor Warren Johnson, Human Resource Manager Carol Larson, County Clerk Kris Mayberry

Motion by Bassett, 2nd by Kinsley, to approve the meeting agenda. Motion carried.

Motion by Kinsley, 2nd by Zietlow, to approve the December 15, 2009 meeting minutes. Motion carried.

The Committee discussed the proposal for consolidation of the Land and Water Conservation Department and the Zoning Department and whether to fill the Zoning Department Administrator position that will be vacant April 1, 2010 upon the retirement of William Christman. Land and Water Conservation Department Director Dale Olson was present for the discussion. Motion by Zietlow, 2nd by Bassett, to recommend County Board approval of the proposal for consolidation of the Land and Water Conservation Department and the Zoning Department. Motion carried.

Motion by Kinsley, 2nd by Zietlow, to recommend County Board approval to not fill the Zoning Department Administrator position and discussion of alternative arrangements for fulfilling the responsibilities of the position. Motion carried. Ms. McCoy voted no.

The Committee discussed options for achieving the personnel cost savings included in the 2010 Sawyer County Budget in order to meet the limit imposed by the State of Wisconsin on the County's property tax levy. Motion by Bassett, 2nd by Zietlow, to recommend County Board approval for:

    Monday, February 15, 2010 to be a mandatory unpaid furlough day for employees of the Courthouse employee bargaining unit.   Employees of the Professional, Paraprofessional, and Highway employee bargaining units would receive their normal holiday pay for February 15, 2010.

    Friday, November 26, 2010 to be a mandatory unpaid furlough day for employees of the Professional, Paraprofessional, and Highway employee bargaining units.   Employees of the Courthouse employee bargaining unit would receive their normal holiday pay for November 26, 2010.

    The Courthouse and Highway Department would be closed on Monday, February 15, 2010 and on Friday, November 26, 2010.

The Committee determined to discuss what other additional mandatory unpaid furlough days are needed in 2010 at their February meeting. Motion carried.

Motion by Bassett, 2nd by Zietlow, to recommend County Board approval for not requiring non-represented employees to work on February 15, 2010 or on November 26, 2010. Non-represented employees currently receive one of the above days as a holiday (depending on which bargaining unit they are associated with). Non-represented employees would receive pay for each of those days. Wage increases for non-represented employees would, however, be delayed to achieve the same cost savings that would be achieved through these (and possibly the additional) unpaid furlough days. Motion carried.

The Committee discussed employee performance evaluations. Motion by McCoy, 2nd by Bassett, to continue to follow Sawyer County's existing policy regarding employee performance evaluations. Motion carried.

Courthouse employee bargaining unit President Claudia Burgan, Steward Louise Ladenthin, and member Jacquelyn Thompson, AFSCME representative James Mattson, and Health and Human Services Department Financial Manager Patty Dujardin were present and presented information for the Committee's review of Courthouse employee bargaining unit grievance number 9104 regarding the Health and Human Services Department's denial of an employee's request to exercise bumping rights based on the results of a position qualifications test. The Committee determined to deliberate concerning the grievance in the closed session scheduled for the end of the meeting.

The Committee discussed implementing a hiring freeze policy (filling vacancies only with existing staff by combining or eliminating positions) as employees retire in 2010 in anticipation of the impact of declining County revenues on development of the 2011 Sawyer County Budget. The Committee determined that current policy provides the mechanism (approval by the department's committee, the Personnel and Administrative Committee, and the full County Board) for the appropriate scrutiny to be exercised in determining whether to fill a vacant position. The Committee discussed the Finance Committee request to have Human Resource Manager Carol Larson work with department heads to develop and provide the Finance Committee and County Board with an updated list of department employees, position descriptions, and potential employee retirements that might occur in the next 2 years.

Human Resource Manager Carol Larson presented the Public Safety Committee recommendation to fill the new 12 hour a week administrative assistant position in the Ambulance Service and Emergency Government Department. Motion by Kinsley, 2nd by McCoy, to table consideration of the recommendation until the February meeting of the Committee. Motion carried.

The Committee discussed the County's policy in regards to employee personnel files. There were no monthly Human Resource Department vouchers.

Motion by Bassett, 2nd by Kinsley, to  convene into closed session,  pursuant to sections 19.85(1 )(c) and (e), Wisconsin Statutes, to consider the Courthouse employee bargaining unit grievance,  achieving  the  personnel  cost savings  included   in  2010  budget,  and  employee bargaining unit agreements. Motion carried by unanimous voice vote.
