Motion by Mrotek, 2nd by Olson, to approve the meeting agenda as presented. Motion carried.
Motion by Mrotek, 2nd by Pearson, to approve the March 8, 2010 meeting minutes. Motion carried.
Maintenance Department Supervisor Dennis Erickson presented a report on projects completed, in progress, and planned by the Maintenance Department, including the minimum of snow and ice removal due to the unseasonably warm weather and lack of precipitation, vehicle and equipment maintenance and repair, construction of the new meeting room and reception and secretary areas in the lower level of the Health and Human Services Department, and moving personnel (including files, equipment, and furniture) to different offices (including for consolidation of the Zoning Department and the Land and Water Conservation Department). Mr. Erickson again reviewed the determination that a pellet fuel heating system would not be cost effective at this time for County buildings. The Committee reviewed the monthly Maintenance Department expense vouchers. Motion by Olson, 2nd by Mrotek, to approve the Maintenance Department report and monthly expense vouchers. Motion carried.
Dan and Patty Leslie (L & L Aviation - contracted Airport management) presented a report on projects, operations, and conditions at the Sawyer County Airport, including the minimum of snow and ice removal from the runway, taxiways, and aprons and the busiest month of March at the Airport since 1998 (probable both due to the unseasonably warm weather and lack of precipitation); notification of the owners of vehicles parked at the Airport that there is now a parking charge; plans for painting the terminal and electric buildings and for the installation of airplane tie-down ropes; repair of runway light malfunctions; and complaints from users of the Cable Airport concerning the decommissioning of the non-directional beacon that had been maintained by Sawyer County but used for flights at the Cable Airport. The Committee reviewed the monthly Airport expense vouchers. Motion by Mrotek, 2nd by Pearson, to approve the Airport report and the monthly expense vouchers. Motion carried.
Dan Leslie asked if the Committee wanted to request bids for mowing the grass areas at the Airport or just confirm that Tom Shuman would continue to provide the mowing services. The Committee determined to have Mr. Leslie confirm with Mr. Shuman that he would continue to provide the mowing services at the Airport.
The Committee reviewed a letter from Harold and Gretchen Burton requesting the transfer of the hangar area lease held in the name of Northwest Bonanza Haven LLC to the Burton Trust dated February 17, 2010. Motion by Pearson, 2nd by Mrotek, to approve the request. Motion carried.
The Committee reviewed a letter from Ralph and Carene Jacobson requesting the transfer of the hangar area lease held in the name of Ralph H. Jacobson to the Jacobson Trust dated January 27, 2010. Motion by Pearson, 2nd by Mrotek, to approve the request. Motion carried.
Wisconsin Bureau of Aeronautics Project Manager Matt Malicki presented the Committee with a copy of the signature page of the Final Environmental Assessment for the proposed airport development project at the Sawyer County Airport which includes the signatures of officials of the Federal Aviation Administration and the Wisconsin Bureau of Aeronautics. Mr. Malicki indicated that the Finding of No Significant Impact has now been submitted to the appropriate agencies for signatures. The Committee reviewed with Mr. Malicki information concerning plans for acquisition of the real estate necessary to proceed with the Airport improvement project and the options for financing the acquisitions and the project costs, including federal and state project loans. Mr. Malicki confirmed that he would advise Sawyer County of any necessary steps to proceed with the project and funding for the project, and with projections for the funds that Sawyer County will need to provide towards the expenses of the project.
The Committee reviewed information received from the Wisconsin Department of Transportation Division of Transportation Investment Management for the submission by Sawyer County of a Six-Year Improvement Plan for the Sawyer County Airport. L & L Aviation will prepare a proposal for a statement of project intentions for the Committee’s review at their May meeting.
Motion by Zietlow, 2nd by Olson, to adjourn the meeting. Motion carried.
