Sawyer County Board of Supervisors

February 8, 2010, 7:00 p.m., Assembly Room, Sawyer County Courthouse

 

members present:  Fred Zietlow (Chair), Doug Mrotek, Mel Olson

 

also present:  County Supervisor Warren Johnson, University of Wisconsin-Extension Chair Lori Laberee, Health and Human Services Department Director Pete Sanders, Circuit Court Judge Gerald Wright, Circuit Court Clerk Anne Marie Danielson, William Lontz, Lloyd Driessen, Human Resource Manager Carol Larson, County Clerk Kris Mayberry

 

Motion by Mrotek, 2nd by Zietlow, to approve the meeting agenda as presented.  Motion carried.

 

Motion by Olson, 2nd by Mrotek, to approve the January 6, 2010 meeting minutes.  Motion carried.

 

Maintenance Department Supervisor Dennis Erickson presented plans that provide options for the relocation of the University of Wisconsin-Extension Department to office space that would be vacated by the Health and Human Services Department and for the relocation of the Human Resource Department to space now occupied by the University of Wisconsin-Extension Department.  This relocation would provide the space to expand facilities and provide greater security for Circuit Court functions, including a larger Jury Room and office space for a second or visiting judges.  Mr. Erickson met with Health and Human Services Department Director Pete Sanders, University of Wisconsin-Extension Department Chair Lori Laberee, Human Resource Manager Carol Larson, Circuit Court Judge Gerald Wright, and Clerk of Circuit Court Anne Marie Danielson (all present at this meeting) to review and discuss the options for department relocations.  Following a discussion about where to locate an employee shared by the Health and Human Services Department and the University of Wisconsin-Extension Department the plan was revised to locate that employee in an office between the two departments.  Motion by Mrotek, 2nd by Olson, to approve the revised plan, and to forward the plan to the Finance Committee and County Board for approval of the funds needed for the project.  Motion carried by unanimous voice vote.

 

Maintenance Department Supervisor Dennis Erickson reviewed his research into the feasibility of installing wood pellet burning systems to heat County buildings and his conclusion that the installation would not be cost effective at this time unless the County receives a grant towards the expenses of the project.

 

Maintenance Department Supervisor Dennis Erickson presented a report on projects completed, in progress, and planned by the Maintenance Department, including snow and ice removal, vehicle and equipment maintenance and repair, repair of the County Board tables, work in the Register in Probate’s office, hard surface floor installation in the Information Technology Department, and installation of a new sound system in the small courtroom.  Mr. Erickson advised that the 40 heat pumps providing temperature control for the Health and Human Services Department have been in service for 16 years and will begin needing repairs and that the charge for elevator inspections has been greatly increased.  Motion by Olson, 2nd by Mrotek, to approve payment of the additional costs for elevator inspections.  Motion carried.

 

The Committee reviewed the monthly Maintenance Department expense vouchers.  Motion by Olson, 2nd by Mrotek, to approve the vouchers.  Motion carried.

 

Human Resource Manager Carol Larson asked the Committee is they choose to conduct an annual evaluation of Maintenance Department Supervisor Dennis Erickson.  The Committee determined to forego conducting an evaluation at this time.

 

The Committee reviewed a written report submitted by L & L Aviation (contracted Airport management) on projects, operations, and conditions at the Sawyer County Airport, including the removal of snow and ice from the runway, taxiways, and aprons.  Motion by Mrotek, 2nd by Olson, to approve the report.  Motion carried. 

 

Wisconsin Bureau of Aeronautics Airport Program Section Chief Keith Gerard and Airport Project Manager Matt Malicki reported that the Bureau of Aeronautics signed off on the Finding of No Significant Impact document for the Sawyer County Airport improvement project and that the document has been submitted to the Federal Aviation Administration for signatures.  Mr. Gerard and Mr. Malicki reviewed the process for selecting consultants for land acquisition for the project and for project engineering, and reviewed the prospects for state and federal funding for the project.

 

The Committee reviewed a letter from Attorney Susan Sharp Miley, representing Veronica Walters (Widow of Eugene A. Walter), requesting the transfer of the hangar area lease held in the name of Eugene Walters, Sr. to Mrs. Walters’ name and a letter from Sawyer County Corporation Counsel Thomas J. Duffy concerning the request.  Motion by Mrotek, 2nd by Olson, to table the request until the March meeting of the Committee and to have County Clerk Kris Mayberry discuss the request with Mr. Duffy.  Motion carried.

 

The Committee reviewed the monthly Airport expense vouchers.  Motion by Mrotek, 2nd by Olson, to approve the vouchers.  Motion carried.
