Sawyer County Land & Water Conservation Committee

January 8, 2010



Committee Members Present:  Jim Bassett, Shirley Riedmann, Doug Mrotek, Bernie Kadlec


Others Present:  Warren Johnson – County Board, Linda Zillmer, Terrell Boettcher


The meeting was called to order at 9:00 a.m.  Motion by Riedmann, second by Mrotek to approve the amended agenda.  Motion carried.


Motion by Mrotek, second by Bassett, to approve the December 2009 minutes.  Motion carried.


Audience Recognition



Tiger Cat Dam Failure Analysis      

Olson reported that he sent an email requesting the status but had not yet received a response.


Placid Lake Diversion Canal Permit

Olson reported the survey is done and the permit is at the DNR.  Riedmann questioned if there could be issues from the estate of the adjoining property, and didn’t want to see issues come up in the future.  Discussion.


Crop Prices for Wildlife Damage

Chicago Board of Trade (CBOT) crop prices for September 1 through December 29th with the average price figured was handed out.  Bernie Kadlec stated the prices are a good representative of the current market.  Discussion on setting crop prices.


Motion by Mrotek, second by Riedmann to set the crop prices as follows: 


Corn:  $4.00/bu

Soybeans:  $10.00/bu

Oats: N/A for Sawyer County Wildlife Damage

Sunflowers:  $0.20/lb ($10.00/50lb)

Sweet Corn:  $3.50/dz

Round/Alfalfa Bale (1200lb):  $85/bale

County Monthly Work Report

Work reports were distributed. Olson reported:  1) Ashegon gravel pit  2) Pasanen irrigation  3) SNAP-Plus nutrient management training  4) DNR permits  5) February meeting to be held in Spooner (?)  6) Annual Report handed out  7) Chippewa River parcel map for county owned property (Tax ID #020638095202 & 020638095203)  8) Continuing Ed in LaCrosse in early March  9) Work truck mechanical issues


Discussion on Chippewa River properties from the In-Rem list (Tax ID #020638095202 & 020638095203).  The property is not a buildable lot without going through the variance process. Motion by Riedmann, second by Bassett to offer to sell the parcel to the adjacent property owners, or, if they are not interested, to offer to sell the parcel to the Town of Ojibwa.  Motion carried.


Review and Approve Monthly Expenditures

Motion by Riedmann, second by Bassett to approve the monthly expenditures with shipping slips to be attached.  Motion carried.


Other Business for Discussion

Warren Johnson updated the committee on the special zoning committee meeting that was held on Monday, January 4th regarding department consolidation.  The zoning committee approved hiring a new zoning administrator, and also approved moving forward with the plan to merge departments.  There was not a specific consolidation plan decided on, so it now will move on to the Personnel committee to work out the details.  Bassett stated he had not been able to attend the meeting but would have made the points that the timing is an opportunity that should not be missed, the merger should be regarded as a test or trial, and that if after a time it was found to not work in the best interest of Sawyer County that the merger changes could be reversed.  Committee members concurred.  Discussion regarding merging departments.


Motion by Bassett, second by Mrotek to adjourn the meeting.  Motion carried.


Meeting was adjourned at 10:26 AM.
